Source water: Two entirely separate watersheds in Litchfield County. The Shepaug and Cairns reservoirs sit in the Shepaug watershed, which covers 38 square miles. The Wigwam, Morris and Pitch reservoirs sit in the West Branch watershed, collecting from the eighteen square mile Branch Brook basin. Wigwam dates from 1893 and Morris from 1910 to 1913, with Cairns added in 1963 just north of the Shepaug reservoir. Having two independent watersheds is a genuine resilience advantage: a problem in one, whether drought, a spill or a treatment fault, does not take the whole supply out. The city owns and operates the system directly rather than buying from a regional authority or an investor-owned company, which is increasingly unusual for a Connecticut city of this size. All of it receives complete conventional treatment at the Harry P. Danaher plant in Thomaston. Getting Shepaug water to Waterbury at all required a seven and a half mile tunnel, driven in 1917 to move water across a watershed divide. That diversion later became the subject of long-running litigation, decided by the Connecticut Supreme Court in City of Waterbury v. Town of Washington in 2002, with downstream towns arguing the city should exhaust its Branch Brook sources before drawing on the Shepaug. Conventional treatment here means coagulation, sedimentation and filtration before disinfection, which is the full process rather than the reduced treatment permitted on a few exceptionally clean upland supplies. For a household that mostly matters in one way: the disinfectant residual carried through the distribution system is what people taste, and a carbon filter at the tap is the proportionate answer to that rather than anything applied to the whole house.
