Why your utility puts it there

Public water systems are required to maintain a disinfectant residual all the way through the distribution network, not just at the treatment plant. That residual is what stops bacteria re-establishing in miles of buried pipe between the plant and your kitchen.

So the taste you dislike is evidence of a system working as designed. That framing matters, because it moves this from a safety worry to a preference, and preferences can be solved cheaply at one tap.

Taste is often strongest at properties close to the treatment plant or a re-chlorination point, and weakest at the far end of the network. It also rises temporarily when a utility flushes mains or switches disinfection seasonally.

Chlorine and chloramine are not the same problem

Many utilities have moved from free chlorine to chloramine, which is chlorine combined with ammonia. Chloramine is more stable, so it persists further through the network and produces fewer regulated disinfection by-products.

It is also considerably harder to filter. Free chlorine is removed readily by standard activated carbon. Chloramine needs a longer contact time, and catalytic carbon performs much better than standard carbon at the same size.

This is why the first thing to establish is which one your utility uses, and that is stated in the annual report. Fitting a filter sized for free chlorine to a chloraminated supply is a common reason people conclude that filters do not work.

The free fix, and when it is enough

Fill a jug and leave it uncovered in the fridge overnight. Free chlorine dissipates, and for a lot of households that solves the drinking water complaint at no cost at all. It does not work for chloramine, which is the point of knowing which you have.

If you want treated water on demand rather than from a jug, a carbon block under the sink certified under NSF/ANSI 42 is the usual answer and one of the cheapest interventions in this field.

Treating the whole building is a bigger step and is worth it mainly when the smell in a hot shower is the complaint, since that is not something a kitchen filter can reach.

How to confirm it

Your utility's annual report states whether it uses chlorine or chloramine. The difference matters: chloramine is more persistent and needs a longer carbon contact time or a catalytic carbon media. A free chlorine test strip confirms the residual at your tap.

When not to treat it

Filling a jug and leaving it in the fridge overnight removes much of a free chlorine taste at no cost. That does not work for chloramine. If the taste only bothers you in drinking water, treat the one tap rather than the whole building.

Treatment options that actually apply

These are the equipment types that address this problem. Each page states what the equipment does not do, so you can rule it out quickly if your situation does not match.

  • Under-sink carbon filters. A carbon block cartridge on the cold line under the sink.
  • Whole-house filtration. A filter plumbed into the main line where water enters the building, so every tap, shower, and appliance downstream is fed treated water.
  • Reverse osmosis, tank. A membrane system under the sink that produces treated water to a dedicated tap and stores it in a small pressure tank.

What none of these will do

  • Hardness and scale.
  • Nitrates, fluoride, and most dissolved salts.
  • Bacteria and viruses.
