Source water: Skaneateles Lake, a Finger Lake about 20 miles south west of the city, used since 1894. It is roughly 15 miles long, a mile wide, up to 300 feet deep, and drains a small watershed of only 59 square miles. That combination of depth and a small, lightly developed catchment is what gives the lake its unusual water quality. Syracuse is one of only a handful of large systems in the United States permitted to supply surface water without filtration. The water passes through coarse screening and is chlorinated and fluoridated, then re-chlorinated at the reservoirs where phosphate is added for corrosion control. That filtration avoidance waiver is granted by the state health department subject to strict conditions, and it is conditional rather than permanent. Three reservoirs hold 208 million gallons, about five days of supply, and Lake Ontario can be accessed through the Metropolitan Water Board if lake levels fall below the guidelines the waiver depends on.

Given the proportion of lead lines here, a filter certified under NSF/ANSI 53 for lead is a reasonable interim step for most Syracuse households while the programme catches up.

The live risk to this supply is not an industrial contaminant but harmful algal blooms, driven partly by phosphorus-rich sediment in the lake. One intake sits only about 20 feet below the surface, where southerly winds stir up sediment and raise turbidity, and the city is working on designs and permits to extend that shallow line deeper. Because the supply is unfiltered, a turbidity or bloom event has more direct consequences here than it would on a filtered system. Separately, New York State limits PFOA and PFOS to 10 parts per trillion each and also regulates 1,4-dioxane.
