Source water: All of it, 100 per cent of the raw water, comes from the New York City system drawn at Kensico Reservoir and bought through Westchester County Water District Number 1. What reaches Kensico is Catskill and Delaware water from east of the Hudson and, at times, Croton water from Putnam and Westchester counties, so White Plains is one of the places that sits on the join between the two rather than on one of them. The city's own sources are dormant. Its three wells, which produced roughly 150,000 to 200,000 gallons a day, came out of service in 2009, and the reservoir is out too; the city is rebuilding its filtration plant so that both can return under a single plant meeting current state rules, with service expected to resume in 2027. An emergency interconnection to the Delaware Aqueduct at Shaft 22 in Yonkers, delivered through the Kensico Bronx pipeline, can carry the city's entire requirement on its own. Kensico water is unfiltered. A filtration exemption covers the Catskill source south of Kensico and the Delaware source, granted on the strength of raw water quality and demonstrated source protection, and the Surface Water Treatment Rule requires an unfiltered source to achieve at least 99.9 per cent inactivation of Giardia lamblia cysts and 99.99 per cent of enteric viruses. Treatment on the district pipeline is fluoride, chlorine disinfection, ultraviolet light as a second disinfection barrier, pH adjustment with caustic soda and orthophosphate. The ultraviolet stage is the one worth knowing about, because it is aimed at chlorine resistant organisms including Cryptosporidium, which is precisely what a domestic ultraviolet unit certified to NSF/ANSI 55 is sold to do. On this supply that purchase duplicates a barrier already in place. The 2024 report records no violation of any standard: over 170 contaminants tested, 18 detected, none above a state limit.
